The SC Secretariat distributes the CD (see Form G5). For an FCD (see Form G7), the Secretariat also forwards the FCD to ITTF for notification of availability to other NBs and organisations in liaison for information and comments. The introductory note should indicate, as appropriate, the sources used as a basis for the proposal and the background and aim of the proposal. The note should include among other things:
When a structured document is interchanged between an originator and a recipient, the recipient refers to the style specifications that the originator provides to reconstruct the presentation. However, when the recipient does not have sufficient rendering functionality, it may fail to reconstruct the presentation output as the originator expected. In order to preserve presentation output in the course of interchange, the originator and recipient need to negotiate over functionalities referring to the specifications of document rendering systems. The work for Minimum Requirements for Specifying Document Rendering Systems was initiated by the two editors, Mr Keisuke Kamimura and Dr Soon-Bum Lim, in order to satisfy this requirement.
The work was initially proposed by the SC 34 (N0559res) at the plenary meeting in Washington, DC, USA. It was officially added to the programme of work of the SC 34 and commenced in May 2005. After going through three Working Drafts, the advancement of the work to a Committee Draft was approved by the SC 34 (N0754resRev) on 31 May 2006 in Seoul, Korea, which was then approved by majority vote (N0783). The text for FCD ballot (N0807) was prepared before the SC 34 in Boston, USA in December 2006.
