What happens when electricity isn't a given?

The International Electrotechnical Commission (IEC) announces the development of a new standard, IEC/PAS 62055-41, which offers common and practical solutions for electricity metering systems through the use of pre-paid tokens. The IEC says the standard will be especially useful in developing countries where permanent access to electricity is expensive and the infrastructure to bill customers for its use is lacking.
