Standards Council of Canada Honours Outstanding Contributions to Standardization

OTTAWA - The Standards Council of Canada announced its 1998 and 1999 recipients of the Jean P. Carrière Award today. The Jean P. Carrière Award has been conferred by the Standards Council of Canada since 1979, to individuals who have made a distinguished contribution to standardization.

The Jean P. Carrière Award is given in recognition of distinguished services to national and international standardization in honour of the late Brigadier-General Jean P. Carrière. It was under his presidency of the Standards Council from October 1971 to December 1977, that the architecture of the National Standards System was largely developed.

There have been 13 outstanding recipients on whom this award has been conferred since 1979. This is the first time that the award has been given since 1995 and the Council has chosen two worthy recipients to represent 1998 and 1999.

R. Conrad Maheux, BA, BSc

R. Conrad Maheux receives the 1998 Jean P. Carrière Award from the Standards Council in recognition of over 25 years of devoted service and leadership within Canada's National Standards System in the development and promotion of standards and product safety.

A member of the Standards Council from 1978 to 1996, Mr. Maheux has been Vice-President of the Council (1991-1996) and Chair and founding member of many of the SCC's committees over the last 20 years. As member of the IBM management ranks (1956 - 1983), he held many positions, the last of which was Manager, Standards Relations including Product Safety, with the staff responsibility for the testing and certification of IBM products to ensure compliance with safety standards and regulations in Canada. He has worked extensively with the International Electrotechnical Commission and was instrumental in the creation of IEC 950, a safety standard for information technology and telecommunications. His participation in the IEC system for conformity testing and certification of electrical equipment (IECEE), and his contributions to the IECEE's scheme for mutual recognition of test certificates for electrical equipment (IECEE/CB), are among the achievements of which he is most proud.

He was the founding Chair of the Information Technology Association of Canada's (ITAC) Standards Committee. Mr. Maheux has made tremendous contributions to the CSA International's various steering and technical committees, especially in the areas of the Canadian Electrical Code, Consumer Products and Safety. His dedication to and involvement with CSA International earned him its Award of Merit in 1988.

Mr. Maheux is well known for his commitment to standards and safety and has been instrumental in helping Canada to develop and maintain a high level of product safety. His input was particularly valuable in the establishment of the SCC's advisory committee on quality (ACQ) and advisory committee on environmental management systems (ACEMS). His work has greatly benefited Canadian standardization and the National Standards System.

John E. Kean, BSc, P.Eng, LLB (Hon.)

John E. Kean receives the 1999 Jean P. Carriere award from the Standards Council in recognition of more than 40 years of outstanding national and international leadership in standardization and certification.

A member of the Standards Council for 25 years, and Chair of the SCC's standards development organizations advisory committee (SDOAC) and its former international standardization advisory committee (ISAC), Mr. Kean has also served as a member of the SCC's former Executive Committee and on the ad hoc committee on free trade. Mr. Kean has significantly contributed to the evolution of standards policies and practices as President and chief executive officer of the CSA International for 18 years. Internationally he has served as chair of the International Organization for Standardization (ISO) council committee on certification and the ISO technical management board.

His tremendous contributions have been celebrated by engineering and standards organizations alike. John E. Kean holds an Honourary Doctor of Laws degree from the University of Guelph, was a recipient of the Electrical & Electronic Manufacturer's Association of Canada (EEMAC)-National Electrical Manufacturers Association (NEMA) Honour Award (1987), received an ISO Special Resolution for his efforts as Certico Chair (1989), was listed in Butterworth's Who's Who in Canadian Engineering (1992), and was presented with the Leo B. Moore Medal by the Standards Engineering Society (1994).

Mr. Kean is well respected by his colleagues and contemporaries as a lecturer, leader and expert in standardization. He has greatly advanced standardization in Canada and globally. His dedication to and passion for voluntary standardization serve as an example for all stakeholders in the National Standards System.

The Standards Council of Canada is the federal Crown corporation that oversees the National Standards System, an effort involving some 15,000 Canadians who take part in the development of Canadian and international standards, as well as over 250 organizations involved in assessing conformity to standards.
