Resolutions of ISO/IEC JTC 1/SC 34 Plenary Meeting,

National bodies and Liaison organizations present at this plenary: Brazil, Canada, China, Denmark, Finland, France, Germany, India, Italy, Japan, Korea (Republic of), Norway, South Africa, UK, USA, Ecma International, OASIS, and XML Guild

All the resolutions were adopted unanimously.

Resolution 1: Establishment of Working Group 6 on OpenDocument Format

SC 34 establishes its Working Group 6 as follows:

Title: OpenDocument Format

Scope and Terms of Reference:

All SC 34 projects and activities relating to the maintenance of ISO/IEC 26300 OpenDocument Format.
Collaboration with the OASIS ODF TC in the maintenance of and other work exclusively related to ISO/IEC 26300, in accordance with the maintenance principles and procedures jointly agreed by OASIS and JTC 1 (documents N 1148 and N 1149). This includes all projects and activities related to ISO/IEC 26300 previously carried out by WG 1 and Ad Hoc Group 3.

SC 34 instructs its Secretariat to issue a call for experts and a meeting notice with draft agenda to the SC 34 National Bodies and Liaison Organizations.

Resolution 2: Appointment of WG 6 Convener

SC 34 appoints Mr. Francis CAVE (GB) as the acting Convener.

Resolution 3: Alignment of ISO/IEC 26300: 2006 with ODF v1.1

SC 34 requests OASIS to forward to SC 34 all necessary contributions to enable a subdivision of the project to align with ODF v1.1.

Resolution 4: Translation of ISO/IEC 26300

SC 34 recognizes that translation of ISO/IEC 26300 into a language other than English has led to significant proposed improvements in the English version. SC 34 particularly wishes to thank Japan for their substantial contributions in this case. The SC 34 Chairman is requested to communicate this to the Japanese National Body.

Resolution 5: Progression of Project for ISO/IEC 19757-5, Document Schema Definition Languages (DSDL) -- Part 5: Extensible Datatypes

SC 34 approves that this project is progressed to FDIS. SC 34 instructs its Project Editor to prepare a revised text for FDIS processing.

Resolution 6: Project Subdivision for Revision of ISO/IEC 19757-3: 2006, Document Schema Definition Languages (DSDL) -- Part 3: Rule-based validation -- Schematron

SC 34 creates a project subdivision for a revision of ISO/IEC 19757-3 per Document N 1287. SC 34 instructs its Secretariat to initiate a 3-month CD ballot when a text is submitted by Project Editor.

Resolution 7: Liaison Statement to ITSIG on ISO/IEC TR 9573-11

SC 34 approves the following Liaison Statement and instructs its Secretariat to forward it to ITSIG:

Informal Liaison to ITSIG from SC34

SC 34/WG 1 had developed ISO/IEC TR 9573-11 2nd edition "Structure descriptions and style specifications for standards document interchange", with support of ISO Central Secretariat. It specifies:

After the publication (2004-04) of the TR, SC 34 established a project of Amd.1 to ISO/IEC TR 9573-11 2nd edition to satisfy the Project Editors' requirements.

After the approved PDAM ballot, the project is developing FDAM text.

The Amd.1 is a subset of ISO/IEC TR 9573-11 2nd edition and specifies:

Responding to some requests, the PDAM text was distributed to ITU-T/TSAG members and IEC/TC100/AGM members for their review, as shown in T05-TSAG-C-0049 and T05-TSAG-R-0025. SC 34 believes that it is a good opportunity to develop a common document structure and style specification for authors/editors in ISO, IEC and ITU-T.

SC 34 notes the activities of ITSIG on an office software-based XML template and believes that the Amd. will be able to satisfy the requirements of some authors or editors even after the completion of ITSIG XML template. In order to avoid future confusion of authors or editors, SC 34 would like to maintain an informal liaison with ITSIG group on these topics. This will give both groups the opportunity to evaluate the other's work in this area to avoid duplication of effort and to collaborate on interoperable deliverables.

Resolution 8: Liaison Statement to World Wide Web Consortium (W3C) on ISO/IEC 19757-11

SC 34 approves the following Liaison Statement and instructs its Secretariat to forward it to W3C:

"SC 34 is pleased to note that W3C and SC 34/WG 1 will be cooperating in the production of 19757-11 ("Schema Association") and looks forward to the results of this work."

Resolution 9: Liaison Statement to World Wide Web Consortium (W3C) on ISO/IEC 19757-2

SC 34 approves the following Liaison Statement and instructs its Secretariat to forward it to W3C:

"SC 34 notes that W3C has forwarded the XForms 1.1 schemas, which use 19757-2, to SC 34/WG 1 for comment. SC 34 understands WG 1 will forward its comments to W3C after WG 1 Paris meeting on 2009-11-30. SC 34 expresses its willingness to review any schemas written in DSDL languages, including RELAX NG."

Resolution 10: Creation of Subproject for ISO/IEC 24754-2, Minimum requirements for specifying document rendering systems -- Part 2: Formatting Specifications for Document Rendering Systems

SC 34 creates a project subdivision for ISO/IEC 24754-2 per Document N 1283. SC 34 instructs its Secretariat to initiate a three-month CD ballot when the text is submitted by Project Editor.

Resolution 11: Status of Project 13250-1, Topic Maps -- Part 1: Overview and basic concepts

SC 34 approves a change of status of 13250 Part 1 to become a Technical Report Type 3 since the content of this document is informational. SC 34 instructs its Secretariat to initiate a three-month PDTR ballot when the text is submitted by Project Editor.

Resolution 12: New Work Item Proposal on Topic maps -- Protocol for Syndication of Semantic Descriptions

SC 34 approves that the New Work Item Proposal on "Topic maps -- Protocol for Syndication of Semantic Descriptions" is circulated to the SC 34 National Bodies for a three month ballot when the NP is submitted by WG 3.

Resolution 13: Status of NP on Technical differences between ECMA-376: 2006 and ISO/IEC 29500: 2008

SC 34 notes that SC 34 N 1202, "New Work Item Proposal on Amendments to ISO/IEC 29500-1/4: 2008, Technical differences between ECMA-376: 2006 and ISO/IEC 29500:2008", has received sufficient approval. Noting that an amendment involves addition or change to a standard, and the end product of this new work item is completely non-normative, SC 34 resolves that, based on the resolution of National Body comments contained in SC34 N 1234, this work item be added to the SC 34 Program of work as development of a Technical Report Type 3. SC 34 also notes that the French and Korean NBs have withdrawn their offers to provide a Project Editor, and that no contribution has been submitted on this work. SC 34 invites its NBs to consider offering a Project Editor or making a contribution prior to next SC 34 meeting, so that the work on the Technical Report Type 3 can start at that time.

SC 34 requests JTC 1 to approve the extension of the limit dates on the ISO database as follows:
